In an official announcement today, Google declared that it is shutting down its URL parameters tool next month.
According to Google, the URL Parameters tool is no longer required as Google can deal with these parameters automatically.

The URL parameters give the ability to webmasters how certain parameters affect the content on the website.
This tool was introduced back in 2009 but its usage has declined since then.
What Do You Need To Do?
You don’t need to do anything as Google can now deal with URL parameters automatically. If you want to change how Google deals with your parameters, you can control that with your robots.txt file.
